This report includes a history of health services in Eeyou Istchee, along with a comprehensive portrait of the status of Eeyou health and well-being between 1970 and 2003 derived from existing materials. These two volumes were produced under contract to Hydro-QuÃ©bec as background information for the development of their Eastmain-1-A Powerhouse and Rupert Diversion Project Impact Statement. As the Department of Public Health has the mandate to produce periodic reports on the health status of the population, we accepted the contract from Hydro-QuÃ©bec because the contract provided extra resources to allow us to compile all existing materials. Unfortunately, the results of the Cree Health Survey 2003 were not available in time to be included in this report. The report is organized according to three studies: a literature review, an exhaustive compilation of what had been reported through both public and internal sources on Eeyou health and well-being, and a history of the Cree Board of Health. Overall, Volume 1 contains all of the relevant conclusions found in the both volumes while Volume 2 has the long reports on health and well-being and on the history of the Cree Board of Health.
